Perniagaan has 11 chapters: four in Form 4 and seven in Form 5. Lots of students assume Form 5 matters more, since it has more chapters and feels closer to the exam. The data says otherwise.

We took 14 Perniagaan trial papers from 2026 from 14 states and matched every one of the 560 Paper 1 questions to its KSSM chapter and subtopic.

The result: the four Form 4 chapters alone cover half the paper. The seven Form 5 chapters share the other half.

The short answer

  • The four Form 4 chapters cover 51% of the questions: Main Functional Departments, the Government's Role, Vision, Mission and Objectives, and Purpose and Ownership of Business.
  • Main Functional Departments in a Business (F4 Ch. 4) is the biggest: 13.6% of questions, about 5 per paper.
  • The biggest Form 5 chapter is Preparing to Start a Business: 10.2%, about 4 questions.
  • Business Plan (F5 Ch. 7) comes up least: 2.8%, and only in about 6 papers out of 10.
  • Three subtopics appear in 9 papers out of 10: Types of Internal and External Financing, the Roles of Federal, State and Local Government, and Forms of Business Ownership.

If you don't have much time left

A week left? Start with the four Form 4 chapters. They're half the marks in Paper 1, and their ideas (forms of ownership, functional departments) come back in Form 5.

Three days left? Master the six "8 to 9 in 10" subtopics below. For financing, make a table: type, example, strengths, weaknesses.

The night before? Go over how the forms of ownership differ: liability, number of owners, and who registers where. Perniagaan objective questions love these small details.

Every chapter, ranked (2026 trial papers)

"Qs/paper" is the average number of questions from that chapter in one 40-question paper.

# Chapter % of Qs Qs/paper
1 F4 Ch. 4 Main Functional Departments in a Business 13.6% 5.4
2 F4 Ch. 2 Government's Role in Business and Business Environment Trends 12.9% 5.2
3 F4 Ch. 3 Setting Business Vision, Mission and Objectives 12.4% 5.0
4 F4 Ch. 1 Purpose and Ownership of Business 11.9% 4.8
5 F5 Ch. 6 Preparing to Start a Business 10.2% 4.1
6 F5 Ch. 1 Human Resource Management 8.8% 3.5
7 F5 Ch. 3 Sources of Business Financing 8.3% 3.3
8 F5 Ch. 2 Managing Physical and Technology Resources 7.1% 2.9
9 F5 Ch. 5 Business Planning 6.3% 2.5
10 F5 Ch. 4 Financial Statements 5.9% 2.4
11 F5 Ch. 7 Business Plan 2.8% 1.1

Form 5 chapters are smaller one by one (mostly 2 to 4 questions per paper each), but together they're still half the paper. Don't drop Form 5. Just start with Form 4.

Subtopics that turn up in almost every paper

The count below is how many papers (out of every 10) had at least one question from that subtopic.

  • F5 3.2 Types of Internal and External Financing · 9 in 10 papers. Internal: owner's capital, retained earnings, selling assets. External: bank loans, hire purchase, leasing, factoring. 1.7 questions per paper on average.
  • F4 2.1.1 Roles of Federal, State and Local Government · 9 in 10 papers. Federal (policy, tax), state (land) and local authorities (premises licences, cleanliness).
  • F4 1.2 Forms of Business Ownership · 9 in 10 papers. Sole proprietorship, partnership, private limited company (Sdn. Bhd.), public limited company (Bhd.) and cooperatives. Focus on liability and number of owners.
  • F4 1.4.1 Size of Business · 8 in 10 papers. The criteria for small and medium enterprises (SMEs): annual sales and number of employees.
  • F5 1.7 Payroll System · 8 in 10 papers. Basic salary, allowances, statutory deductions (EPF/KWSP, SOCSO/PERKESO, PCB) and net pay.
  • F5 3.4 Strengths and Weaknesses of Each Type of Financing · 8 in 10 papers. For example: a bank loan gives a lot of capital but carries interest and needs collateral; your own capital has no interest but is limited.

Mistakes we keep seeing

  1. Limited versus unlimited liability. Sole proprietorships and ordinary partnerships: unlimited. Sdn. Bhd. and Bhd.: limited.
  2. Sdn. Bhd. versus Bhd. Only a public limited company (Bhd.) can sell shares to the public.
  3. Internal versus external financing. Retained earnings are internal financing, however large they are.
  4. Vision, mission and objectives. The vision is the picture of the future, the mission is how to get there, objectives are measurable targets.
  5. The local authority's role. Premises and business licences in an area come from the local authority (PBT), not the federal government.

How we counted, and what it can't tell you

The data comes from 14 Perniagaan Paper 1 trial papers from 2026 from 14 states, in Cerdek's question bank: 560 objective questions in all. Each question was matched to a subtopic of the KSSM Form 4 and 5 Perniagaan textbooks. A question touching two subtopics counts as half for each.

The limits:

  • These are trial papers, not real SPM papers. They follow the SPM format, but this isn't a prediction of the questions.
  • Paper 1 (objective) only.
  • A gap under 1% between two chapters means nothing.
